Abandoned building at 915 Rhodes Island Ave NW

Abandoned House on 12th Street
The house at 12th and C Street NE appears abandoned. The lawn is overgrown, it's a mess and it makes the block look bad.
It used to be one of the more attractive homes, but at some point the owners tried to sell it, couldn't, seemed to do some renovation, then nothing.
Who do I speak with to see if we can at least get the owners to clean it up?
