NPS is probably trying to keep traffic to a minimum so the area can be re-seeded...

Fence around Lincoln Park
They are working on the concrete foundation in the western part of the park, including the stairs that lead down into the "bowl." However, it is upsetting that they haven't taken the fencing down around the center grass area. Voice your opinion to the park manager, Frank Young, at frank_young@nps.gov.
