Council confirms new agency directors

The D.C. Council on Oct. 2 confirmed Victor Reinoso as the deputy mayor for education, affirming Mayor Adrian Fenty’s pick for the prominent position.

Reinoso began working in the position shortly after Fenty took office in January. Prior to that he represented wards 3 and 4 on former D.C. Board of Education.

Reinoso won near-unanimous backing from the D.C. Council members, with only Ward 7 member Yvette Alexander dissenting.

Council Chairman Vincent Gray delayed a scheduled July vote on Reinoso’s nomination until this fall, citing concerns over several issues in the new school administration, including a key education document from his office that had been plagiarized from a North Carolina education document.

“I wanted to work with Reinoso over the summer on a number of issues, and I spent a considerable amount of time with him,” Gray said. He said his concerns have been “mitigated to a substantial extent by Mr. Reinoso’s performance.”

At-large Councilwoman Carol Schwartz said she too had concerns about Reinoso over the summer. “But people are entitled to a mistake,” she said of the copied education document. “I do believe the mayor is entitled to put together his team. This is the team he wants ... and I will be supporting this team member.”

Alexander, however, said that although Reinoso accepted full responsibility for the copied document, “there are consequences for your actions. ... I cannot confirm Mr. Reinoso.”

The council also confirmed Linda Argo as the new director of the Department of Consumer and Regulatory Affairs. She has served as acting director since April.

“I feel very confident that she will continue to make the needed improvements at DCRA,” said Ward 3 Councilwoman Mary Cheh, who heads the committee that oversees the department.

Council members also unanimously confirmed George S. Hawkins to lead the Department of the Environment.

“He has greatly impressed environmental groups and other stakeholders,” said Ward 1 Councilman Jim Graham, who heads the Committee on Public Works and the Environment.
