The Northeast Capitol Hill advisory neighborhood commission (ANC 6A) Oct. 11 opposed a raze permit for a building on H Street. The structure is dilapidated, but the commission said preserving it would help maintain the corridor's historic character.
At its September meeting, the commission agreed to ask that the owner of 1309 and 1311 H St. to preserve and renovate the latter building. The zoning committee said it would help identify zoning and tax incentives to offset restoration costs.
In a letter to the owner, the commission said the "preservation of H Street's historic buildings offers the Corridor a competitive advantage as the area continues to revitalize." The letter goes on to say the building is particularly significant because it abuts the Atlas Theater, "and its preservation will help maintain the architectural context of the area.""

Panel on fence about fence
The commission took no position on a D Street homeowner's request to construct a fence on public space.
There's an existing fence in disrepair on public space at 1101 D St., NE, but the owner wants to replace it and move it back from the property line closer to the house.
The public space committee recommended supporting the application contingent on support from the city and neighbors. Several commissioners sided with committee Chair Omar Mahmud, objecting that their support could set a precedent.
Commissioner Mary Beatty supported the applicant, arguing that the space would not be used for anything else. "I think he's doing a good thing for the neighborhood."
The commission took no position.
Other actions
The commission also voted to:
• Authorize spending up to $3,000 for newspaper advertisements and flyers to promote community comment on a possible tavern license cap for the H Street corridor.
• Support a modification to Liquid's liquor license with a voluntary agreement addressing trash and noise and a stipulation agreeing to no outdoor seating at the 914 H St., NE, establishment.
• Support a modified license for Naby's, 1128 H St., NE. The commission will seek a voluntary agreement.
• Change its standard voluntary agreements to include in negotiations with businesses commissioners from adjoining single-member districts and the committee chair.
• Request the city rewrite design guidelines for the H Street corridor to incorporate comment from advisory neighborhood commissions, developers and citizens.
Roll call
Commissioners Mary Beatty, Raphael Marshall, Nicholas Alberti, Joseph Fengler and David Holmes were present. Commissioners Stephanie Nixon, Gladys Mack and Bill Schultheiss were absent.
The commission's next meeting will begin at 7 p.m. on Nov. 8 at Miner Elementary School, 601 15th St., NE.
