VOICE writes, "At its Dec. 13 meeting, the Northeast Capitol Hill advisory neighborhood commission: • heard a proposal from Pilgrim Baptist Church pastor Louis Jones on a proposed transitional-housing facility for ex-convicts. Some residents said they worried that putting such a program in the neighborhood — at 820 8th St. NE — would jeopardize their safety. A church member said ex-convicts already live in the neighborhood, but at this facility they would be supervised and working toward stability.
• approved spending up to $300 for voluntary-agreement stickers with the commission’s logo. The stickers are to be displayed on businesses whose liquor licenses include voluntary agreements."

• announced that at its January meeting, a group of neighborhood leaders and city officials will update residents on the H Street corridor. D.C. Council members Tommy Wells and Kwame Brown, Transportation Department director Emeka Moneme, Great Streets project coordinator Derrick Woody, H Street Community Development Corp. executive Director William Barrow and H Street Main Street executive director Anwar Saleem have been invited to speak at the meeting.
• voted to continue exploring the possibility of a tavern-license moratorium on H Street.
• voted to negotiate with the developer of the H Street Connection property, which is slated for redevelopment, to reduce the proposed mass to what is called for in the H Street Strategic Development Plan; concentrate density toward the middle and rear of the building; keep the style appropriate to existing corridor architecture and visually break up the building to appear to be several individual buildings rather than one long structure.
• voted to oppose a zoning-relief request to build on 615 16th St. NE, currently a vacant lot, unless the owner gets approval from immediate neighbors. According to zoning committee minutes, the lot attracts litter and “other questionable activity,” but it is too small to develop without zoning relief.
• voted to authorize a member of the zoning committee to request postponement of Historic Preservation Review Board cases when the Historic Preservation Office fails to give required public notice.
• voted to support a grant application of up to $4,000 to co-sponsor an H Street historic survey. The survey would be a step toward designating a historic district. As of the meeting, no group had applied for the grant.
• approve grants for uniforms for the Spingarn Pep Squad; “Treegators” (water-reservoir bags) for area trees; uniforms for Eastern High School’s Blue & White Marching Machine” auxiliary squad and supplies and equipment for the children’s room at the Northeast Branch Library.
