Members of an Eastern Market committee have said the city’s Office of Property Management unlawfully solicited market renovation work, and they have asked the D.C. Council to investigate the matter.
The Eastern Market Community Advisory Committee also said the solicitation neither adequately addresses historic-preservation concerns nor contains provisions to protect market activities during construction.
“The Executive Committee [of the market’s advisory committee] recognizes that this is another incident in what is a continuing harmful pattern that disregards law, regulations and the processes established to safeguard the historic building and character of Eastern Market,” states one of the reports of the committee."

| Eastern Market ranks in top 10 of U.S. neighborhoods |
VOICE writes, "BY BEN WEINSTEIN - The American Planning Association named Capitol Hill’s Eastern Market area one of the country’s top 10 neighborhoods.
The Great Neighborhoods program recognized Eastern Market for its well-planned streets and buildings, commitment to historic preservation, access to public transportation and excellent shopping and restaurants. The award also recognized Eastern Market residents for their role in neighborhood planning.
“The fire at this historic building just gave this whole city, this whole region, a chance to see the fabric of this neighborhood,” Mayor Adrian Fenty said last week at a ceremony next to the market building. “I think the people around here thought this was a top 10 neighborhood for a long time.” "

| City extends market manager’s contract despite concerns from board |
VOICE writes, "BY BEN WEINSTEIN - The city recently extended its lease with Eastern Market Ventures to run market operations for an additional six months. But opponents of the move criticized both the city’s process and the appropriateness of increasing payments to an organization accused of neglecting its managerial duties.
The Office of Property Management inked amendments to Eastern Market Ventures’ lease, which was set to expire in December. Under the new agreement, the management firm’s term expires next June with an option to add another six months.
The extension agreement amends management duties to include overseeing the temporary structure, or “East Hall,” and includes a requirement for onsite management presence on weekends, among other duties related to displaced South Hall merchants. The manager’s fee increased by about $95,000 per year, according to the contract. "

| EMCAC: South Hall to have skylights; exterior lights should save space |
VOICE writes, "BY PATTI SHEA - Skylights will be installed in the rebuilt Eastern Market South Hall, despite the claim by some who say such implements aren’t historically accurate for the building.
The Eastern Market Community Advisory Committee in a Sept. 18 report resigned itself to the fact that the city’s plans to install the skylights will move forward. Besides the features’ perceived historical inaccuracy, some opponents said the skylights could cast a bad light on some goods sold.
“The skylight discussion raised the issue of washed-out food appearance that affects marketability and that remains a concern,” the report states. “Lighting of food products is indeed complex, influenced by both the display-case lighting and ambient lighting.”
But the building’s architect said using the right glass could block 99 percent of the ultraviolet light and 65 percent of visible light, both of which could harm products. "

| Eastern Market fire cause still undetermined |

Four months after a fire destroyed Eastern Market’s South Hall, investigators say they still don’t know the cause.
On April 30, the day of the fire, D.C. Fire and Emergency Services Chief Dennis Rubin said he was 90 percent certain the fire was accidental and most likely caused by an electrical problem. But last week an agency spokesman said the “cause of the fire remains undetermined.”
“The only thing that’s been ruled out at this point is natural causes,” spokesman Tony Dorsey said, adding that investigators know lightning didn’t ignite the three-alarm blaze.
Hours after the fire, South Hall merchants and residents speculated that the fire was arson, but initially Rubin all but ruled out that possibility. Now, investigators will not say if they seriously suspect arson, but they are less certain it was electrical, according to Dorsey. "

| East Hall opens |
VOICE writes, "By Celeste McCall Build it and they will come. And–hopefully–they will buy meat, fish, chicken and produce in the eagerly-awaited “East Hall,” which opened for business Saturday, August 25.
“It’s more than a place to buy peaches,” said Mayor Adrian Fenty as he cut the ribbon at the new marketplace’s entrance on Seventh Street SE. Fenty and City Administrator Dan Tangherlini greeted neighbors, community activists and South Hall merchants, who were ready to work in their new, air-conditioned digs.
“Today is a day of renewal and celebration of the spirit and vitality of Washington, DC,” said Fenty. On May 1, we stood with merchants and their families andpledged to get them back in business, and today we are here to welcome them to East Hall.” He recalled: “On the morning of the fire, a neighbor asked me: ‘Are you going to rebuild?’ I answered ‘yes,’ and the neighbor responded: ‘you’d better’.” Fenty then thanked the DC Fire Department andother city agencies for their dedication in getting the job done."
