WWII remains: Initial work under way at two AU homes

Preliminary work began on Monday to find and remove potentially explosive munitions and lethal chemicals from two Spring Valley homes owned by American University. The Army Corps of Engineers said it will issue sheltering instructions to neighbors in a 49-house area around the site — those identified as most vulnerable to an accidental explosion and release of poison gas.

The start-up work could remove $160,000 worth of trees and shrubs on an elaborately landscaped multimillion-dollar house at 4835 Glenbrook Road that the school has designated as the home of its president, but which is currently vacant.

Once the greenery is gone, the Army plans to dig 77 test pits on the property in a search for deadly ordnance buried in the area when it was the site of the nation's first chemical warfare testing program in World War I.

Yesterday the District joined more than 1,000 cities worldwide by embracing the trend of a designated car-free day.

“It was a good morning,” said Ward 4 Councilwoman Muriel Bowser of the first annual D.C. Car-Free Day. “We're just encouraging everybody to see D.C. without driving their cars. We know that they can walk, bike, use public transportation and the like.”

Ward 6 Councilman Tommy Wells proposed the event in July and received unanimous support from other council members.

The city is moving forward with its plan to lease the Old Naval Hospital, despite efforts by a current tenant to stay on the property.

The D.C. Office of Property Management made final Aug. 31 its selection of the Hill Center as the new tenant of the historic building at 921 Pennsylvania Ave., SE. The Hill Center, backed by the Capitol Hill Community Foundation and Old Naval Hospital Foundation, was unanimously selected by a public-private selection committee to lease the property, including its carriage house.

An improved health-care climate in the District, universal access to pre-kindergarten classes, vocational education throughout the city and review of the special-education system rank highly on the legislative agenda of D.C. Council Chairman Vincent Gray, who spoke at a D.C. Chamber of Commerce meeting last week.

Gray said he plans to introduce legislation to create a separate Health Care Finance Department to handle residents' insurance questions. The new department would be separate from the Health Department, which largely has a preventative goal, Gray explained.

Last month the city seized a Barracks Row hardware store for failing to pay taxes and plans to auction off its contents at the end of September.

On Aug. 16 the D.C. Office of Tax and Revenue seized and closed District Lock & Hardware — 505 Eighth St., SE — for delinquent payments of about $373,000, more than $675,000 with penalties and interest. Records show unpaid taxes dating back to 1995.
