| New law forces Capitol to reduce emissions |

The national energy bill signed into law Dec. 19 requires several new efficiency-raising measures for the Architect of the Capitol, including reducing emissions from the Capitol Power Plant.
The bill, which has been touted as an effort to reduce the country’s dependence on foreign oil, requires other energy-efficient policies for the Capitol Complex and includes provisions to install solar panels on the roof of the Rayburn House Office Building, according to D.C. Del. Eleanor Holmes Norton’s office. "

Norton said she has tried to get rid of the coal-burning power plant in Near Southeast Capitol Hill but “this major contributor to carbon emissions in this city remains in use because of a few Senators from coal producing states," according to a release.
The release says the bill will help reduce harmful emissions by requiring upgrades in technology to capture and either store or use carbon dioxide released by the power plant.
The bill sets new fuel-efficiency standards for automobiles and appliances and mandates increases in biofuel use. The bill also requires that all federal government buildings be carbon-neutral by 2030.
